In response to the ongoing conflict with Russian aggressors, Ukraine has recently put increased pressure on military-age citizens living abroad to return to the country. The Foreign Ministry of Ukraine has temporarily suspended the acceptance of new applications for consular services for Ukrainian men aged 18 to 60 who are residing outside the country. These men will only be issued identity cards for returning to Ukraine until a mechanism is developed and verified to update their military status.
The Foreign Ministry has not specified how they intend to handle individuals who are illegally staying abroad. However, Foreign Minister Dmytro Kuleba had previously ordered measures to restore the balance between men of military age in Ukraine and those abroad. In recent years, Kiev has tightened the rules for mobilizing soldiers, with harsher punishments for conscientious objectors and delayed release for those completing military service. Despite these efforts, Ukraine continues to struggle with recruiting new soldiers to its army, falling behind Russian aggressors after over two years of war.
