Buggs had previously been charged with animal cruelty misdemeanors in Tuscaloosa last month, and his lawyer claimed that it was part of an effort to close a hookah lounge he owned.
Buggs is a 27-year-old former sixth-round pick of the Steelers who has also spent time with the Raiders and Lions. He joined the Chiefs practice squad in January and was later signed to the 90-man roster. The Chiefs have faced numerous off-field issues this year, including eight pending felony charges against receiver Rashee Rice for street racing in Dallas.
