On Monday, Josep Borrell, the High Representative of the European Union for Foreign Policy, presented his defense before the Foreign Ministers of the Twenty-seven. During his speech, he expressed his belief that creating the State of Palestine is the best security option for Israel. He stated that he had drawn this conclusion after multiple contacts in the region and believed that it was the best guarantee of security for Israel.

To advance towards this political conclusion, Borrell announced that he would commission the EU External Action Service to create a document with options for the future of Gaza. He hoped that this document would be on the ministers’ table in December and would serve as a basis for relaunching the two-state solution. Borrell emphasized the importance of diplomacy in achieving humanitarian pauses and avoiding an uncontrollable escalation of the crisis.

During a videoconference with the Twenty-Seven, Borrell discussed his recent visit to Israel, Palestine, Jordan, Qatar, Bahrain, and Saudi Arabia. He highlighted the need for diplomatic efforts to address the war in Gaza from a humanitarian perspective and to reflect on what happened after an Israeli offensive.
